

National and international experience in threat, vulnerability, risk and resiliency assessments on transmission and distribution electricity systems.

David has extensive experience in threat, vulnerability, risk and resiliency assessments, emergency response management, business continuity and disaster recovery planning, development of national and international regulatory reliability and resiliency standards, compliance with the Ontario Energy Board’s regulations and was the lead for strategic and technological implementation projects including regulatory required cyber security standards.​
David continues to assist NATO Civil Emergency Planning in the development and improvement of national level critical infrastructure resiliency guidance and recently completed strategic projects on the effects of severe solar weather on vulnerable critical infrastructure and cross-sector inter-dependencies.

David held numerous management positions at Hydro One including developing, managing and continuously improving the Emergency Preparedness and Business Continuity Programs. He also managed the Customer Relations Center, and was an IT Project Manager.
David has assisted in the management of response and recovery in dozens of severe weather and environmental events, and cyber incidents.
David has experience with Canadian and US Government agencies in assessing risks, developing regulations, standards and guidelines for protecting and enhancing the resiliency of North America's electricity system including cyber security.

In addition to providing consulting services, David teaches critical infrastructure protection (resiliency) and risk management to graduate and undergraduate students at York University in the Disaster and Emergency Management programs.
